The Party Committee of Bac Lieu Provincial People’s Committee has just reported to the Bac Lieu Provincial Party Committee on the implementation of Resolution 04 in 2021 of the Provincial Party Committee, building Bac Lieu into one of the clean energy centers of the country. .
In this report, not only stating information about wind power projects, the People’s Committee of Bac Lieu province also said that the Bac Lieu LNG liquefied natural gas power project with a total capacity of 3,200MW is operated by Delta Offshore Energy Pte Ltd. . Ltd (DOE Singapore) as the investor with a total investment of 4 billion USD (equivalent to 93,600 billion VND at the time of awarding the investment decision in January 2020) so far the province has concentrated on encouraging investors to finish project investment formalities quickly.
Difficulties that delay the project
Currently, the main difficulties are that the 500kV transmission line plan has not been approved, so there is no basis for implementation and some other problems related to the negotiation and signing of the purchase and sale electricity contract, the province is waiting for the Ministry of Industry and Trade and the central ministries and branches to guide and solve.
According to information, the People’s Committee of Bac Lieu province said that this project was not eligible to start construction, greatly affecting the implementation of the goals set out in Resolution 04.
Therefore, the Provincial People’s Committee proposed to the Ministry of Industry and Trade to propose to the Prime Minister in the immediate future to invest in the 500kV transmission line and substation of the 3,200MW liquefied natural gas power plant project Bac Lieu LNG. In difficult cases, a specific mechanism shall be provided for enterprises to self-fund the transmission line investment and recover investment capital in accordance with current law.
In addition, the province also proposed the Ministry of Industry and Trade to assist in solving difficulties and problems, speeding up the negotiation and signing of the power purchase and sale contract of this project.
